Hello maam,
I want to know that when yellow moong dal is boiled , the' jhaag'
that appears on the top, is that to be removed? why?
Also, can baking powder and baking soda be used in place of each other?

No you do not remove the jhaag. And no in baking you do not substitute the powders for each other, unless specified.
